Whoisi lets you follow friends or pseudo-friends without doing any sign-ups or account registrations. You simply add an RSS or the blog’s URL and Whoisi will take care of streaming the corresponding feeds. Whoisi is a wiki-like service wherein you can add or edit feeds. While it seems to look like Friendfeed (streaming of friends’ feeds), it’s different in how these feeds are added or updated.
In the screenshot below, I tried to search for the name Carlo Maglinao, and a list of entries are shown closest to the search term. I added another entry by clicking on the Add another line.
